Monetary Authority of Singapore proposes new stablecoin rules

( September 2, 2026, 02:05 GMT | Official Statement) -- MLex Summary: The Monetary Authority of Singapore, the city-state's central bank, is consulting on legislative amendments to the Payment Services Act to implement its framework for regulating single-currency stablecoins, including requirements on value stability, capital, redemption and disclosures. MAS also proposes allowing jointly issued Singapore-foreign stablecoins to qualify as “MAS-regulated stablecoins” and recognizing a limited number of foreign-issued stablecoins regulated under comparable regimes. Additional measures would prohibit interest payments on regulated stablecoins, require stress testing and recovery and wind-down plans, and strengthen consumer safeguards.
