US should change Basel III standards to ease home mortgage access, lawmakers say

By Neil Roland ( July 8, 2026, 21:30 GMT | Insight) -- US banking regulators should modify their planned Basel III capital requirements to enable more access to home mortgages for first-time and working-class buyers, a Republican and Democratic lawmaker said. The change to the March 2026 proposal would require more insurance relief for buyers with low down payments, also known as high loan-to-value (LTV) ratios, said Representatives Andy Barr, a Kentucky Republican, and Brad Sherman, a California Democrat.
