US SEC proposal seeks to clarify that Rule 15c2-11 applies only to equity securities

( March 16, 2026, 21:30 GMT | Official Statement) -- MLex Summary: A proposed US Securities and Exchange Commission rule change aims to clarify that the rule applies only to equity securities, not to debt securities as well, according to Commissioner Hester Peirce. Rule 15c2-11 governs publication of securities quotes by broker-dealers in the over-the-counter market. But after the SEC changed the rule in 2020, market participants expressed confusion about its application to fixed-income securities. Eventually, the SEC issued permanent exemptive relief from the rule for some debt securities. "But by then, we had fostered uncertainty in this market and wasted the resources of the industry, and our staff, for multiple years and for no good reason," said Peirce, who voted to issue this proposal for public comment.Full statement follows:...
