Rule 15c2-11 governs publication of securities quotes by broker-dealers in the over-the-counter market. But after the SEC changed the rule in 2020, market participants expressed confusion about its application to fixed-income securities. Eventually, the SEC issued permanent exemptive relief from the rule for some debt securities.
