US banks would see stress capital buffer rule in time for this year’s stress tests under Fed plan

By Neil Roland ( January 7, 2020, 20:21 GMT | Insight) -- The US Federal Reserve is trying to finalize a stress capital-buffer rule in time for this year’s bank stress testing while wrestling with how to keep overall bank capital the same, Fed Vice Chairman Randal Quarles said. “The time is short, but it is not impossible for us to get this done,” he told a House committee last month. Stress-test cycles normally kick off in late January or early February when the Fed puts out hypothetical economic-shock scenarios for banks to use in testing the adequacy of their capital.
