Banks should hold more capital in releasable buffers, ECB vice-president says

( November 6, 2019, 09:31 GMT | Official Statement) -- MLex Summary: Banks might have to hold a higher share of capital in releasable buffers, after European Central Bank vice-president Luis de Guindos said it was “legitimate to question” whether the banking system has a sufficiently large buffer that can be released. Only the countercyclical capital buffer is intended to be released, de Guindos said in a speech at an ECB conference today, which constrains authorities’ room for maneuver, thus making it harder to support the economy in the case of a shock. Banks must remain resilient and be able to withstand adverse shocks in the face of a deteriorating global economic outlook and increasing uncertainty, he said.Full speech attached....
