EU's tough dividend limits last year hurt European business, economy, US Fed official says

"The cost of capital for the European banking system was affected by the fact that they completely suspended distributions from their system whereas we allowed continued payment of dividends and were less restrictive on distributions, given what we saw in our stress tests,” said Randal Quarles, the Fed’s vice chair for supervision.The US Federal Reserve’s top regulator said the EU’s stringent restrictions on banks’ dividends and stock repurchases last year harmed European businesses and economies....
