Restrictions on cash payments must heed rights of vulnerable, EU court opinion says

The opinion, delivered in a case involving two Germans who refused to pay for their TV license by bank transfer, also suggested the bloc has sweeping powers to introduce a publicly issued Bitcoin-style digital currency.The EU’s highest court is used to exploring big-bucks issues like a demand for Apple to pay billions of euros in back taxes. Today it focused on a much more prosaic question — an unpaid TV license bill of about 50 euros....
