UK offered Irish backstop interpretation from EU, but no changes

By Matthew Holehouse ( March 8, 2019, 17:25 GMT | Insight) -- The EU will offer the UK a “legally-binding interpretation" of the provisions of the withdrawal treaty, chief negotiator Michel Barnier said. It will confirm that an arbitral panel can authorize the UK to suspend elements of the Irish backstop if it deems the EU has failed to fulfil its "best endeavors" obligations to negotiate a long-term successor agreement. The measures may not be enough to change legal advice on which UK lawmakers have been hanging.The UK has been given a specific new package of assurances on the Irish backstop by the EU ahead of a vote on the government's withdrawal agreement by lawmakers next week....
