It states that even if countries within the Organisation for Economic Co-operation and Development (OECD) cut their emissions to zero today, the 450-ppm greenhouse gases target would still not be met because it relies on deployment of technology not yet proven. If we are to prevent climate change, it says, we must face up to reality and invest heavily in radical measures....
