The revised version of the Clarity Act, released by Senate Republicans on Sunday, could not get any Democratic votes Tuesday to cross the 60-vote threshold for the procedural motion to proceed. Republicans hold a 53-47 majority. The compromises in the latest version could not allay concerns among Democrats about its ethics provisions for President Donald Trump and his family.
