The act defines “strategic investment” as a $200 billion commitment to strategic industries in the US, along with a further $150 billion investment in shipbuilding, according to the trade ministry. It sets an annual investment cap at $20 billion, subject to adjustment depending on project progress and allows coordination with the US on the timing and scale of investments if foreign-exchange market instability is anticipated. The law also permits consultation with the US if recovery of investment principal and interest appears at risk.
