US appeals court rules against Commerce in Korean steel case

( April 23, 2025, 19:16 GMT | Official Statement) -- MLex summary: The US Court of Appeals for the Federal Circuit ruled that Commerce erred in applying a statistical methodology known as the Cohen's d coefficient when calculating the 2015 dumping rate for South Korean welded pipe manufacturer SeAH Steel Corp.  Circuit Judges William Bryson, Leonard Stark and Alan Lourie said the use of the method to determine how to approach dumping rate calculations must meet certain requirements, which Commerce did not do in this case.Court ruling is attached....
