When ACI is tested, concerns over internal EU divisions and the risk of triggering a broader transatlantic crisis could limit its use.The EU says it has a “nuclear weapon” at its disposal to counter US tariffs that are used as blackmail to force a change in policy. But security considerations and fears of escalation might prevent EU governments from deploying the Anti-Coercion Instrument against the US....
