South Korea passes bill that effectively paralyzes communications regulator

The National Assembly approved an amendment to the Act on the Establishment and Operation of the Korea Communications Commission that increases the quorum requirement for deliberations from two to three commissioners. The change effectively hinders the agency’s ability to make enforcement decisions, including those against tech giants such as Apple and Google. The KCC, designed to have five commissioners including a chairperson, has been operating with vacancies due to political disputes between the ruling and opposition parties over the appointment of commissioners.
