Japanese panel proposes revamp of foreign investment screening, CFIUS-style coordination

( January 8, 2026, 03:16 GMT | Official Statement) -- MLex Summary: A Japanese panel of experts has proposed revising the country's foreign-investment screening rules to enhance efficiency and effectiveness based on potential risks. The plan also seeks greater coordination with the national security unit and other government agencies, similar to the Committee on Foreign Investment in the United States, or CFIUS. On Wednesday, a Ministry of Finance panel recommended to cabinet ministers that indirect ownership of Japanese companies by foreign government-influenced investors should be scrutinized. At the same time, the panel suggested streamlining notification requirements for low-risk investments in the software and information technology sectors. The proposals would require amendments to the Foreign Exchange and Foreign Trade Act.
