UK lawmakers hear criticism of IP-backed lending

By Douglas Clarke-Williams ( November 18, 2025, 17:09 GMT | Insight) -- The head of Allica Bank cast doubt on the prospects of IP-backed lending as a solution to the UK’s SME and start-up funding issues on Tuesday, pointing instead to the Growth Guarantee Scheme as a better area of focus if the government’s aim is to increase funding for innovative businesses.Speaking on Tuesday at a hearing of the UK Parliament’s Business and Trade committee, Richard Davies, chief executive officer of Allica Bank, said that the volume of lending backed by intangible assets was too small to make an appreciable difference to the UK’s investment shortfall and that the government’s focus should instead be on a broadening of the Growth Guarantee Scheme....
