No license needed for TV retransmission in retirement home, EU legal opinion says

The facilities are not making a “communication to the public” under EU copyright law, Advocate General Maciej Szpunar said.Residents in a retirement home who receive broadcast television and radio programs that are retransmitted through the homes' cable networks are covered by the original broadcasting license of the facility, said Advocate General Maciej Szpunar, meaning that the home does not need to get an additional license....
