US Congress again targets startup UpCodes with building code copyright bill

By Nick Robertson ( June 25, 2025, 20:00 GMT | Insight) -- With the Pro Codes Act, two members of Congress are reintroducing a bill to affirm the US copyrightability of building codes that are incorporated by reference into public laws. The effort, which failed in the previous Congress, seems to be aimed at disadvantaging UpCodes and Public.Resource.Org, which have a history of litigation with the bill’s supporters. Some members of Congress want to allow standards-setting organizations to copyright the law, reintroducing the Pro Codes Act in the US House this week....
