EU reaches agreement on crisis licensing bill

( May 22, 2025, 07:34 GMT | Official Statement) -- MLex Summary: EU lawmakers and member states have agreed on legislation establishing a compulsory licensing regime that allows the production of patented crisis-relevant products, such as vaccines or microchips, without the patent holder’s consent during emergencies. The European Commission would be empowered to grant such licenses under defined conditions, ensuring compensation for rights holders and imposing penalties for non-compliance by licensees. The bill will need a final stamp of approval in a vote from the European Parliament and Council of the EU before it can enter the EU Official Journal.Below is the press release from the European Parliament's legal affairs committee....
