EU countries gain fiscal leeway for clean-energy investments through 2028

( August 18, 2026, 09:49 GMT | Official Statement) -- MLex Summary: EU countries can exempt additional spending on nuclear power, electricity grids, hydrogen, renewables and other energy-security measures from normal spending constraints through 2028 under new guidance published in the EU's Official Journal on Tuesday. The measures will be covered by an expanded national escape clause, which allows countries to temporarily deviate from normal EU spending limits. Eligible energy measures can account for up to 0.6 percent of GDP in total through 2028. Fossil-fuel subsidies and measures aimed solely at cushioning high energy prices won't qualify.Introduction follows. Full guidance can be found below....
