Vietnam specifies revenue-based penalties for data protection violations

( March 17, 2026, 09:56 GMT | Official Statement) -- MLex Summary: Vietnam’s Ministry of Public Security on Monday released a draft sanctions decree for cybersecurity and personal data protection violations by both foreign and domestic firms. Notable sanctions include a fine of 5 percent of the previous year’s total revenue in Vietnam for disclosing or losing personal data of 5 million or more Vietnamese citizens, and fines ranging from 3 percent to 5 percent of such revenue for transferring personal data of more than 5 million Vietnamese citizens abroad. Other cross-border personal data transfer violations may result in expulsion, including failures to prepare an impact assessment report and notify the ministry in writing after the transfers have been completed. Foreign telecommunications service providers may face fines of up to $3,800 for failure to store data or establish an office in Vietnam, and may have their services suspended.
