South Korea privacy watchdog launches pre-emptive review of blockchain services

( November 21, 2025, 08:02 GMT | Official Statement) -- MLex Summary: South Korea’s privacy regulator has decided to conduct a pre-emptive fact-finding review of blockchain-based application services to prepare dedicated privacy guidance for the sector by the first half of 2026. According to the Personal Information Protection Commission, the review will select four to five major services in rapidly growing areas such as virtual-asset issuance and transfers, exchanges, decentralized identity, public blockchain infrastructure and games or content services. The regulator said it will focus on privacy risks rooted in blockchain’s structure, including potential overexposure of personal data due to transparency and decentralization, how on- and off-chain data are separated, the implications of immutability for access, correction and deletion rights and the legality of cross-border data transfers. The findings will be used to design “privacy-friendly” blockchain service models and standardized mechanisms for enforcing data-subject rights.The statement, in Korean, is attached....
