South Korea's PIPC says companies credit pre-launch reviews with cutting legal uncertainty

( September 25, 2025, 04:26 GMT | Official Statement) -- MLex Summary: South Korea’s Personal Information Protection Commission said its two-year-old pre-launch adequacy review program has guided 15 services, many of them AI-based, through bespoke compliance planning at the design stage, with participants ranging from public bodies to global firms. Cases reviewed by the PIPC include Kakao’s large language model-based AI assistant, Viva Republica’s facial payment service and Meta Platform’s facial-recognition tool to spot impersonation ads. Seven of the services have already launched and passed follow-up checks confirming compliance with consent and notice requirements as well as safeguards like encryption and de-identification. The companies said the process reduced legal uncertainty and enabled privacy-by-design, though many called for more disclosure of anonymized precedents. The regulator said it will continue inspections, publish review summaries later this year and work to reinforce the program’s legal foundation. The statement, in Korean, is attached....
