UK data transfers still relying mostly on EU clauses, government research finds

( August 22, 2025, 14:19 GMT | Official Statement) -- MLex Summary: UK businesses favor the European Union’s standard contractual clauses for international data transfers over the UK’s bespoke agreement, a new government-commissioned research paper published today says. Most large businesses default to EU clauses due to operational overlap with member states, while smaller firms lacked awareness of the UK mechanism. Though the UK agreement was designed to simplify compliance, it is rarely used, as researchers found limited evidence that it has replaced other transfer tools or meaningfully shifted business behavior.Statement follows.
