‘Effective control’ concept for cloud sovereignty eyed by EU Commission

EU policymakers are considering an “effective European control” test, inspired by defense policy, to reduce reliance on US hyperscalers. The plan may impose trusted-provider rules for public procurement procedures in a still-to-be-defined list of strategic sectors.The European Commission has postponed a legislative proposal on cloud and AI development to March 2026 at the earliest, as it considers how to address cloud sovereignty by borrowing key concepts from the defense sector, MLex has learned....
