EU copyright framework isn’t fit for AI training, parliament study warns

( July 9, 2025, 13:31 GMT | Official Statement) -- MLex Summary: A European Parliament study finds that generative AI training practices are legally incompatible with the text and data-mining exceptions under the Copyright Directive. The report, commissioned by the parliament's department on justice policy requested by the legal affairs committee, argues that training large language models using copyrighted content amounts to unauthorized reproduction. The study recommends replacing the existing opt-out system with a permission-based opt-in model. It also calls for a new statutory remuneration right for authors, managed by collective licensing bodies, to address the “growing value gap between creators and AI developers.”See report attached....
