Australia looks to systems-based regulation for frontier AI standards

In a speech on Thursday, Andrew Charlton, assistant minister for science and technology, said the approach would place the onus on companies to establish a rigorous process for finding, testing, reporting on and managing the risks of their AI systems, and then hold them accountable for whether that process works. He said voluntary codes fail to address competitive incentives to prioritize capability over safety, while detailed prescriptive rules risk becoming outdated as technology advances.
