US Rep. Jayapal releases framework for AI charter legislation

( October 1, 2026, 19:07 GMT | Official Statement) -- MLex Summary: US Representative Pramila Jayapal, a Washington Democrat, unveiled a five-page framework for her forthcoming National AI Charter Act, modeled on existing regulations for national banks. The framework includes a new federal oversight authority for the artificial intelligence industry, an affirmative duty of care, mandatory union recognition and a ban on AI companies participating in markets like search and social media, among other measures. It would also ban surveillance by chartered companies and rogue AI, described in the framework as systems "capable of evading human control, including by recursive self-improvement, self-modification, autonomous self-replication, and resistance to shutdown orders or commands."Full statement follows. See attached document....
