Latvian city waste contract didn't break EU antitrust rules, top EU court says

( September 10, 2026, 09:16 GMT | Official Statement) -- MLex Summary: A Latvian municipality didn’t breach EU dominance-abuse rules when awarding a waste-management contract to a company in which it held a 51 percent stake, the EU’s top court has said. When awarding the contract, Jelgava City Municipality was carrying out its public duties and not engaging in an “economic activity, the EU Court of Justice said in a ruling intended to guide Latvian judges. The EU court said the bloc’s law banning abuses of dominance doesn’t apply in principle to municipalities acting in their capacity as a public authority.The judgment is attached.
