South Korean paper producers fined for bid rigging in newspaper printing-paper tenders

The Korea Fair Trade Commission said Wednesday that Moorim SP, Moorim Paper, Moorim P&P, Hansol Paper, Hankuk Paper and Hongwon Paper agreed in advance on winners and bid prices to prevent low-priced contracts and keep prices high. The regulator also decided to refer Hansol Paper and Hankuk Paper to prosecutors for criminal investigation. The KFTC said the bid rigging was an extension of a broader price-fixing cartel involving the same paper producers that it sanctioned in June. In the earlier case, the regulator imposed a combined 338.3 billion won fine on the six companies and ordered them to redetermine their prices back to competitive levels before the collusion started.
