US resistance helped to stall parts of the agenda, highlighting the vulnerability of consensus-based negotiations. The experience is pushing the EU to reconsider its diplomatic strategy ahead of November's UN Climate Change Conference, through deeper engagement with developing countries.Land-dependent businesses face continued regulatory uncertainty over how drought risks will be managed internationally, after countries again failed to agree on a global framework at the UN Desertification Conference, or COP17, held in Mongolia in August (see here)....
