The draft, published Friday, sets conditions for activating automated-driving functions and makes manufacturers or importers responsible for traffic violations committed while those functions are active, unless they prove the violation was unrelated to the technology. It also introduces requirements covering accident-data access, compulsory insurance, data protection, safety assessments and recalls.
