Bulgarian construction machinery cartel probe ends with settlement

( August 24, 2026, 07:41 GMT | Official Statement) -- MLex Summary: The KZK — Bulgaria’s competition authority — has said that suppliers of construction machinery manipulated public tenders, exchanging information on their bids and coordinating their pricing behavior. O-Rent and Ingconsult/Zemekop agreed on which companies to bid with, what equipment to offer and at what prices, between 2022 and 2024. O-Rent acknowledged its role in the cartel, and the watchdog applied the settlement mechanism for the first time. Ingconsult and Zemekop — which constitute a single undertaking within the definition of competition law — were exempted from fines under the leniency program. The KZK has coordinated its decision with the European Commission. O-Rent and Ingconsult/Zemekop will have to introduce compliance programs within 60 days.Statement follows (in Bulgarian). ...
