Brussels is seeking lower US tariffs on €150 billion of exports, while Washington is expected to press for changes to EU tech rules, setting the stage for a more politically difficult second phase of the agreement.One year after Brussels and Washington struck the Turnberry tariff truce, a harder second phase is already taking shape.
