Vietnam proposes tighter cross-border data transfers under new data security law

( July 14, 2026, 03:29 GMT | Official Statement) -- MLex Summary: Vietnam’s Ministry of Justice on Monday released an assessment of a draft outline of the Law on Data Security, which would become the country’s fourth major data-related law. Comments compiled in the assessment said the proposed legislation should avoid overlapping with the country’s existing data, personal data protection and cybersecurity laws. The draft focuses on securing digital data and would apply to both domestic and foreign data processors. It classifies data into four categories — ordinary, internal, important and core — prohibiting cross-border transfers of core data while allowing transfers of important data and large-scale personal data with approval from the Ministry of Public Security, or MPS. The government plans to submit the bill for passage during the National Assembly’s October session.The document is attached (in Vietnamese)....
