The plan calls for building key AI datasets, opening high-value public data, revamping AI Hub into a unified AI training-data platform and creating sector-specific data spaces for areas such as manufacturing, mobility, healthcare and culture. The government also plans to amend the Personal Information Protection Act to allow AI training on original personal data for public interest purposes, review changes to the Copyright Act to clarify AI training use, and simplify healthcare data review procedures, while supporting private-sector data use through vouchers, tax credits and standard contracts.
