( May 28, 2026, 03:25 GMT | Official Statement) -- MLex Summary: Proposed amendments to South Korea’s Telecommunications Business Act have entered public notice procedures, centered on requiring mobile operating system providers to provide the technical access needed for third-party services to interoperate with their platforms. Current law imposes obligations on telecom operators over physical facilities and network interconnection and bars app-market operators from forcing specific payment systems, but the bill says there is no direct basis to regulate closed OS-level access that may limit user choice and fair competition. The proposal would require designated mobile OS providers to offer access to device hardware and software functions on terms equivalent to those applied to their own services, and would define unjustified refusals or restrictions as prohibited conduct. The bill, introduced by lawmaker Lee Jeong-heon and others, was referred on May 22 to the National Assembly's Science, ICT, Broadcasting and Communications Committee.Draft bill is attached (in Korean)....
