PAWC, a subsidiary of American Water Works, wanted to increase total annual operating revenues for water service by about $152.4 million, or 16.1 percent, and for wastewater by about $16.3 million, or 7.8 percent. The ALJ recommended the request be denied because the company "has not met its burden of proving by a preponderance of the evidence the justness and reasonableness of every element of its requested increases," the report said.
