According to the Korea Media and Communications Commission, the proposal would define covered providers as services with at least 1 million average daily users over the previous three months, including social networks, online communities, video-sharing services, marketplace-intermediary services and search services. The rules would also specify reporting procedures, transparency-report publication methods, standards for fact-checking organizations and the role of a new transparency center. They would set surcharge criteria, capped at 1 billion won ($670,000), for certain repeat dissemination of information already confirmed by final judgment as illegal or false/manipulated.
