USITC recommends tariff rate quotas for QSP global safeguard relief

Chair Amy Karpel and Commissioner Jason Kearns recommended an in-quota 25 percent tariff rate and an above-quota 40 percent rate for Year 1, both of which will decrease by one percentage point for each subsequent year of the period.
