The regulator said in a notice on its official WeChat account that the rules, effective Jan. 1, 2026 and fully applicable from Aug. 1, 2030, will impose stricter chemical standards, mandatory digital product passports and new oversight of AI-enabled toys. Companies exporting to the EU are encouraged to build full supply-chain traceability systems, assess risks to children’s health and data privacy, and align with evolving EU requirements by 2030. The EU is China’s second-largest toy market, with more than $8 billion in shipments in 2025.
