China releases draft guidelines on data property-rights registration

( April 3, 2026, 09:00 GMT | Official Statement) -- MLex Summary: China’s National Data Administration has released draft guidelines on data property-rights registration as it moves to accelerate the development of a foundational data regime and a unified national data market. The draft defines data property rights as proprietary interests held by rights holders over specific data, including rights of possession, use and operation. It describes data-rights registration as a process in which authorized agencies review information such as data descriptions, sources and ownership claims, record rights attribution and issue registration certificates. The proposal also sets out qualification and operational requirements for registration bodies, along with procedures and categories for registration.
