US customs says phase one IEEPA refunds include most entries

( March 31, 2026, 21:00 GMT | Official Statement) -- MLex Summary: US Customs and Border Protection's director of the trade program, Brandon Lord, said in a declaration at the Court of International Trade that the first phase of its refunds process for tariffs paid under the 1977 International Emergency Economic Powers Act will include all entries for which the liquidation status is considered suspended, extended or under review, along with warehouse withdrawal entries, all of which makes up about 63 percent of goods for which IEEPA tariffs were paid. Entries not covered in the first phase are those flagged under reconciliation, a drawback claim or under open protest, along with those not filed in the CBP database or considered final, with CBP working to include those in subsequent phases. CBP will take up to 45 days to refund claims in the first phase. The new system that CBP is setting up to process refunds is more than half complete, Lord said.See attached document....
