Leaders are expected to focus on national steps, including tax cuts and lower grid charges. The EU emissions trading system will feature prominently but could be deferred to a planned July review. The 20th sanctions package on Russia and Hungary’s stance on it are also set to be contentious.Decisions on emergency measures at the EU level to drive down energy costs shouldn’t be expected at the upcoming European Council, which gathers EU heads of state and government on March 19 and 20 in Brussels, according to officials....
