Astra Energy's bid to buy New Zealand fuel retailers Gull, NPD raises antitrust concerns

( March 17, 2026, 00:48 GMT | Official Statement) -- MLex Summary: Astra Energy Group’s proposal to acquire independent fuel retailers Gull and NPD is raising competition concerns for New Zealand’s antitrust regulator. In a statement of issues published on Tuesday, the New Zealand Commerce Commission said that following its preliminary investigation, the regulator’s concerns primarily relate to potential unilateral and coordinated effects in the markets for the retail supply of fuel. The regulator said there are a number of local markets requiring further investigation in which the parties appear to compete closely. The regulator said while NPD is a retail-only operator supplying fuel predominantly in New Zealand’s South Island, Gull is a fuel importer and retailer supplying fuel in the North Island.Statement follows.
