China's Shanxi construction association fined for anticompetitive pricing agreement

( March 16, 2026, 05:25 GMT | Official Statement) -- MLex Summary: China’s Shanxi Association of Engineering Consultants has been fined 200,000 yuan ($29,000) by the Shanxi market regulator for organizing a anticompetitive pricing agreement, according to an administrative penalty decision released Friday by the State Administration for Market Regulation. The regulator said the association jointly issued the “Shanxi Engineering Supervision Service Fee Rules” in 2018 with two other industry groups, setting benchmark prices, formulas and permitted price fluctuations for supervision services and imposing disciplinary measures on companies that failed to follow the pricing standards. According to the regulator, the rules deprived companies of independent pricing rights and therefore constituted a monopoly agreement under China’s Antimonopoly Law, although the rules were later abolished at a meeting on April 29, 2021 and were not implemented.Statement follows and the penalty decision is attached (in Chinese)....
