USTR’s Section 301 investigations raise questions about broad scope

The Office of the US Trade Representative launched a Section 301 investigation into structural excess capacity meant to probe 16 nations over alleged overproduction that creates an unfair advantage in trade across numerous industries, such as metals and cars, through subsidies, currency manipulation and other alleged practices.
