China to further cut foreign investment negative list in 2026-2030 plan

( March 9, 2026, 05:10 GMT | Official Statement) -- MLex Summary: China will further cut its foreign investment negative list and expand market access in services including telecommunications, the internet, education, culture and healthcare during the 2026-2030 period, the National Development and Reform Commission said at a press conference on Saturday outlining the draft 15th Five-Year Plan. Chen Lei, head of the commission’s development strategy and planning department, said the current negative list has been reduced to 29 items, with all manufacturing restrictions removed, and pledged additional cuts to give foreign companies broader investment space. He said China will also advance comprehensive pilot programs to open the services sector, upgrade free trade zones and promote first-of-their-kind trials in areas such as the digital economy, technological innovation and offshore trade. The excerpt oh the transcript follows (in Chinese)....
