South Korea publishes guide on fair use of copyrighted works for AI training

( February 26, 2026, 02:53 GMT | Official Statement) -- MLex Summary: South Korea’s Ministry of Culture, Sports and Tourism said it will publish on Thursday a guidebook on the fair use of copyrighted works for the training of generative artificial intelligence systems, together with the Korea Copyright Commission. The guidebook presents basic standards and considerations that may be consulted when determining whether the fair-use provisions of the Copyright Act apply to the use of copyrighted works for training generative AI systems. There has been criticism that the definition of fair use remains unclear, because the Copyright Act only stipulates that a work may be used where such use does not conflict with the normal exploitation of the work and does not unreasonably prejudice the legitimate interests of the author.Statement is attached (in Korean)....
